Job Summary The Policy Analyst 4 will work independently, collaboratively, and as a leader among Research and Evaluation staff and with members of other Divisions at the Commission to perform the following functions: Plan, direct, and perform high-level policy research and evaluation activities for management, the Commission, and committees, as directed; Acquire, analyze, and interpret qualitative and quantitative data and information from a variety of sources, and report summary statistics relevant to mental health trends, programs, and policies at the program, community, and statewide level; Maintain high-level engagement with Commissioners, Legislators, Legislative staff, State agencies, local mental health representatives, advocacy groups, mental health clients and family members, and various stakeholder organizations; Disseminate research findings through publications and presentations; Develop and manage research and evaluation contracts; Act as a technical scientific subject matter expert within the Commission as well as externally to other state and local organizations and stakeholders; Limited in-state travel required (10%), including occasional overnight stays. The incumbent will be a key member of the research and evaluation team of the Mental Health Services Oversight and Accountability Commission (MHSOAC), Sacramento, CA. The role of MHSOAC is to oversee the implementation of the Mental Health Services Act (MHSA). The MHSOAC is also responsible for developing strategies to overcome stigma. At any time, the MHSOAC may advise the Governor or the Legislature on mental health policy. Under the general direction and supervision of the Research Supervisor, the Policy Analyst serves as a highly skilled social and behavioral scientist and key member of the Research and Evaluation Division at the Mental Health Services Oversight and Accountability Commission (MHSOAC). The RS III uses advanced scientific and analytic skills to conduct comprehensive, mixed-method research projects to evaluate policies, programs, and practices, with the goal of informing evidenced-based recommendations to improve California's public mental health system. Uses advanced operational concepts and objectives to resolve highly complex issues. Regularly works on issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Primarily deals with programs and proposals with broad impact across the function, research initiative, program and / or organization. Develops and oversees the implementation of new programs and processes. The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement. The salary range for this position is $97,900 - $149,000 (Annual Rate). Department Description The Philip R. Lee Institute for Health Policy Studies (PRL-IHPS) is an organized research unit within the School of Medicine (SOM). The primary purposes of the Institute are to advance knowledge of health services and health policies through basic and applied research; to contribute to the solution of health and social problems through the application of research findings to health policy issues at the national, state, and local levels. Required Qualifications Bachelor's degree in related area and / or equivalent experience / training. Minimum 5 years of related experience. Advanced knowledge of common organizational- or research-specific and other computer application programs. Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing. Ability to use discretion and maintain all confidentiality. Advanced project management skills. Thorough knowledge of organizational or initiative processes, protocols and procedures. Ability to multi-task with demanding timeframes. Advanced knowledge of applicable policy analysis techniques with minimal guidance. Advanced analytical / problem-solving skills. Ability to view computer screen: prepare various forms, memos, reports, letters, and proofread documents. Advanced knowledge in operating equipment such as computer, telephone, copier, printer, fax machine. Being comfortable working in an enclosed office environment.
