Nemean Solutions, LLC is seeking a
Test and Evaluation Engineer to The Land Systems Operational Test Authority (LSOTA) serves as the Independent Test Authority (ITA) for CBP acquisition programs.
Shall have demonstrated skills and abilities within T&E such as attained by T&E Level I completion of training for DHS or DoD. Provide Statistical Analysis and Evaluation T&E expertise in order to assist the ITA plan, execute, and assess major acquisition programs.
Provides insight and advice concerning strategic direction and applicability of current, government and or industry standards, best practices, and or innovative solutions based on in-depth understanding of the latest developments relevant to test and evaluation arena. Responsible for planning, executing, and assessing complex efforts along with providing high level vision to program/manager and or leadership in the course of managing and or influencing objectives of complex efforts. Provides guidance on the functional procedures/processes/policies reflecting detailed knowledge of functional areas. May be required to lead in-depth research and analysis in support of complex efforts. ** Advanced Degree or such equivalent credits/certifications + 5 years of relevant experience or 10 years of relevant experience
Specific duties may include, but are not limited to: - Leading or supporting the planning, execution, data collection and reporting of technology demonstration.
- Leading or supporting the planning, execution data collection of systems acceptance tests and or other evaluation assessments.
- Lead or support the development of engineering plans and artifacts, including:
- Test and Evaluation Master Pans (TEMP)
- draft of the data management and analysis plan (DMAP)
- Test Planning, including both hardware and software programs, using Agile.
- Test Planning and management of threats to the systems
- Test scenario designs
- System Engineering Plans
- Functional Requirements Documentation
- Software Requirements Specifications
- Integrated Master Schedules
- Lead and Participate in Test and Evaluation working groups
- Participate in program level review boards, including configuration, risk, test and engineering.
- Coordinate and track project level activities and status.
- Make project level recommendations and reports
- Additional responsibilities can include assisting with training, policy development, and procedures designed to streamline test and evaluation efforts.
- Must be able to complete DHS Training Requirements for Operational Test Directors (OTD) and T&E Staff
Required Qualifications: - At a minimum hold a bachelor's degree.
- Resume showing a minimum of ten years former military experience or a minimum of five years of experience as a Test and Evaluation Engineer.
- Agile Methodology
- Have basic level working knowledge of Microsoft: Word, PowerPoint, Excel, Teams, Outlook.
- Can comprehend the current threat environments, current capabilities, and apply analysis to communicate and address capability gaps.
- Experience in developing, executing test and evaluation strategy in support of large, complex programs.
- Must have a broad spectrum of technical fields and engineering disciplines
- Strong analytical problem-solving skills required
Clearance : Must be able to acquire a CBP BI.
Support Hours: The contractor is responsible for conducting business while the facility is open, between the hours of 0800-1630 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
Place of Performance: Washington, DC.
Travel: The Contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract.
