Responsibilities

Reporting to the Senior Vice President, Chief Clinical and Strategy Officer, the System Vice President Government Affairs, is responsible for the development and implementation of Norton Healthcare's health and public policy initiatives. Plans, leads, and coordinates interactions with the executive and legislative branches of local, state and federal governments as well as with other organizations and individuals as may be assigned relative to the achievement of Norton Healthcare policy and/or strategic goals. These efforts will be integrated with the overall efforts of Norton Healthcare. This position will work with Norton Healthcare leadership to build and strengthen Norton Healthcares relationships with a wide variety of stakeholders whose interest and support are vital to the mission of Norton Healthcare.

Key Accountabilities:

  • Manages strategic and collaborative relationships with assigned outside organizations, including Kentucky Hospital Association, American Hospital Association, Greater Louisville Inc., and other local, state, and/or federal advocacy organizations regarding policy positions, sponsorships, donations, reciprocal agreements, etc. Participates in activities, meetings, events within NHC, etc. as determined by Senior Vice President and Chief Clinical Officer, to ensure appropriate monitoring of ongoing events, strategic planning, and operations providing strategic input to Senior Vice President and Chief Clinical Officer regarding public policy implications and decisions as appropriate. Provides strategic advice to NHC executive management regarding health and public policy issues. Uses external consultants as appropriate for subject matter expertise. Works closely with other key Norton Healthcare executives such as SVP for Communications and Marketing, SVP for Development, SVP for Legal Services and others, as applicable, regarding public relations, communications, and interactions with external constituencies which call for coordinated leadership to achieve organization goals. Participates in the development and placement of news articles and editorials on public policy and government relations issues.
  • Closely monitors activities of executive and legislative branches at the local, state, and federal levels as well as other organizations pertaining to healthcare and other public policies that are particularly relevant to Norton Healthcare (NHC) and keeps appropriate executives fully informed. Establishes and maintains relationships within federal, state and local governments and the healthcare community that keep Norton Healthcare aware of external activities which would have impact on or provide opportunities for the organization. Identifies and apprises the Senior Vice President and Chief Clinical Officer of issues that should be raised and/or responded to and the necessary actions to accomplish the organization's goals as relates to public policies. Provides tracking, analysis and reporting of current and emerging health and other public policy issues and legislative and regulatory activities affecting NHC and health care generally. Develops and manages the organization database and action alert system to maximize effectiveness of advocacy initiatives (data base to include key contact info for executive and legislative branches, internal advocacy contact lists, quick alert system, etc.) Maintains resource center of government relations reference materials including directories, periodicals, newsletters and related information.
  • Assembles plans and coordinates internal and external resources to implement organization goals. Communicates with key executive branch and legislative branch leaders and their staff members directly and through others (i.e.-other organization executives, physicians, consultants, contract lobbyists, spokespersons, associations, etc.) regarding Norton Healthcare position on health policy. Recommends and, as approved, enters into and manages contracts and relationships with appropriate lobbyists, consultants and advisors to assure development and effective implementation of Norton Healthcare public policy advocacy agenda. Prepares budget and oversees expenditures for the department; Oversees internal and external human resources as may be assigned.
  • Ensures that Norton Healthcare is recognized as a key healthcare policy leader and is sought out for insight into issues involving health care public policy and, as a major employer, is recognized as a responsible community, state and regional leader in applicable public policy issues. Serves as an entry point to Norton Healthcare providing resources and information to governmental entities including testimony for legislative hearings, correspondence to legislators and regulatory comments for federal and state agencies. Plans and leads initiatives and events (i.e. policy conferences and events) to promote Norton Healthcare advocacy agenda.
  • Forecasts, develops and recommends strategic plans for public policy and governmental affairs, as well as annual operating plans. Such plans include recommendations for developing key relationships, events, and actions by executives within the organization with appropriate members of the local, state, and federal level legislative and executive branches as well as other organizations to achieve organization strategic plans in the public policy arena. Prepare recommended positions on public policies and specific legislative and regulatory activities affecting Norton Healthcare.

Qualifications

Required:

  • Five years public policy and government relations
  • Bachelor Degree

Desired:

  • Five years in healthcare or healthcare law/policy
  • Master Degree in Public Health, JD, or MBA
