JOB OVERVIEW

Yukon Management, LLC (YML) is seeking a Site Safety and Health Officer for construction projects in San Bernardino County, CA and future work in Southern California. The Site Safety and Health Officer will be responsible for overall management of the safety and occupational health program on assigned projects. The Site Safety and Health Officer shall have the authority to act in all safety matters for assigned projects at all times, to perform safety and occupational health management, surveillance, inspections, and safety enforcement. This position will perform all work in a safe and professional manner.

WHAT YOU'LL BE DOING

  • Conduct daily safety and health inspections and maintain a written log which includes area/operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections.
  • Attach safety inspection logs to the Contractors' daily production report.
  • Conduct mishap investigations and complete required accident reports.
  • Report mishaps and near misses.
  • Use and maintain OSHA's Form 300 to log work-related injuries and illnesses occurring on the project site for Prime Contractors and subcontractors, and make available to the Contracting Officer upon request.
  • Post and maintain the Form 300A on the site Safety Bulletin Board.
  • Maintain applicable safety reference material on the job site.
  • Attend the pre-construction conference, pre-work meetings including preparatory meetings, and periodic in-progress meetings.
  • Prepare the written site-specific APP, including plans within the APP (COVID-19 monitoring, confined space entry, lift/critical lift, FP&P, HECP, Excavation and Site Demolition).
  • Review the APP and AHAs for compliance with EM 385-1-1, and approve, sign, implement and enforce them.
  • Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution.
  • Ensure subcontractor compliance with safety and health requirements.
  • Maintain a list of hazardous chemicals on site and their material Safety Data Sheets (SDS).
  • Maintain a weekly list of high hazard activities involving energy, equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during QC Meetings.
  • Provide and keep a record of site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors.

ABOUT YOU

  • 10+ years work experience as a Site Safety and Health Officer or equivalent role.
  • 5+ years of construction experience working on U.S. Army Corps of Engineers projects.
  • Experience with EM385-1-1 is required.
  • Familiar with EM385-1-1 and comfortable writing AHAs and APPs
  • At least 8 hours of documented safety training each year for the last 5 years
  • Current OSHA 30-hour certificate or equivalent within the last 5 years; and competent person status as required.
  • Federal Construction/ DOD Experience Preferred.
  • Strong reasoning and comprehension skills.
  • Identify and resolve problems in a timely manner; gather and analyze information skillfully; develop alternative solutions; works well in group problem solving situations; use reason when dealing with emotional topics.
  • Write clearly and informatively; edits work for spelling and grammar; varies writing style to meet needs; presents numerical data effectively; able to read and interpret written information
  • Speak clearly and persuasively in positive or negative situations, listens, and gets clarification, and responds well to questions.
  • Proficient computer experience including Microsoft Word, Microsoft Excel, Microsoft Outlook, and Microsoft project scheduling, RMS 3.0 (USACE contracts) required.
  • Excellent communication skills and ability to work well with others.
  • Ability to analyze problems and make sound decisions in a timely manner based on objectives, risks, implications, and costs.
  • Ability to recognize hazardous situations & recommend corrective measures.
  • Good interpersonal and communication skills, including the ability to work as a team member.
  • Strong working knowledge of project planning and scheduling for construction trades.
  • Detailed knowledge of commercial construction practices and Risk Management.
  • Must pass pre-employment drug test/physical/background check.
  • Maintain clean record to ensure Government badging/background checks.
