Description:

The primary duty of the Healthcare Policy Analyst (Operational Policy Consultant (OPC)) is to serve as a client facing consultant on Federal contracts in support of healthcare policy and operational changes. The OPC will research and analyze the impact of legislative and regulatory trends and develop outreach, training, implementation, and program evaluation concepts that will best meet the needs of ARDX’ clients. The OPC will act as a trusted advisor to clients by understanding their goals and objectives and helping them meet or exceed their goals. The OPC should have strong knowledge of regulatory and legislative US healthcare policy, specific to the Patient Protection Affordable Care Act (PPACA) Health Insurance Marketplace. The OPC serves as a partner and strategist for solutions to complex challenges and can execute with excellence under tight delivery timeframes.

Duties:

  • Understand program/client/policy needs and requirements in order to act as a trusted advisor to clients.
  • Serve as client’s architect and expert for planning, communications, and implementation of program outreach.
  • Develop strong client relationships and trust in ARDX.
  • Act as the client’s partner to develop and manage solutions to meet program needs, address program challenges, and make informed decisions.
  • Analyze requirements and engage in collaborative reviews with the client to affirm assumptions, timelines, and deliverables and manage outcomes based on project management and consulting best practices.
  • Provide project management expertise to keep projects on track, and effectively manage risks.
  • Research and develop meaningful guidance in the form of training materials, job aids, manuals, and operational documents.
  • Maintain awareness of current policy and regulations and proactively identify downstream impacts and solutions.
  • Plan and facilitate client meetings, webinars, and onsite conferences.
  • Draft and update policy and operational documentation including standard operating procedures (SOPs) and develop White Papers.
  • Bridge the gap between policy and operations by effectively recommending appropriate and innovative solutions for issues and challenges.
  • Collect requirements from the client and deliver products that meet or exceed client needs.
  • Conduct research, surveys, and interviews to gain an understanding of client’s business to inform decision making.
  • Develop recommendations for improvements and effectiveness including business process optimization.
  • Assess pros and cons of possible strategies and offer meaningful solutions.
  • Establish timelines with clients, develop schedules, and implement agreed solutions on time and in budget.
  • Follow quality procedures to ensure the accuracy, quality, and timeliness of all deliverables.
  • Perform other duties as assigned.

Requirements:
  • Bachelor’s degree; Master’s degree preferred in Public Health or Public Administration
  • 3+ years of healthcare working experience
  • Technical writing experience
  • Experience with federal healthcare programs (i.e., ACA Marketplace, Medicaid, Medicare) desired
  • Ability to conduct independent research
  • Outstanding written and oral communication skills
  • Well-developed analytical skills
  • Ability to meet deadlines in a fast-paced environment
  • Proficiency in using Microsoft Office applications such as Outlook, Excel, Word, and PowerPoint
  • Project management experience; Project Management Professional (PMP) certification a plus
  • Technical writing and curriculum development desired
  • Experience with federal government contracting desired
  • Experience in a client-facing consulting role desired
  • Curriculum development experience desired
  • Experience with Jira and Confluence a plus
  • Experience working in an organization with ISO certification and/or CMMI appraisal rating a plus
