Go to CAPPS Recruit to Sign In GENERAL DESCRIPTION: Perform routine (journey-level) training work as a Texas Department of Public Safety (DPS) Trainer Instructor of specialized procedures, rules and regulations for users of the Criminal Justice Information system(s) to gain the highest levels possible in completeness, accuracy and integrity of those systems. Work as a coordinator with local, state, and federal entities to facilitate the implementation of state rules and regulations of criminal justice information. Conduct in-person or virtual training classes in large and small groups that utilize Criminal Justice Information System(s) throughout the State. May train, coach, and mentor others. Work is performed under moderate supervision, with limited latitude for the exercise of independent judgment within the limits of applicable statutes, rules, regulations, policies, procedures, and operating agreements. The following Military Occupational Specialty codes are generally applicable to this position. ESSENTIAL DUTIES / RESPONSIBILITIES:

  1. Perform training for user entities within the State of Texas in specialized procedures, rules, and regulations for both Federal/State guidelines for the Criminal Justice Information System(s).
  2. Assess and analyze training needs that exist for user entities by scheduling training classes and developing training courses to satisfy the determined need.
  3. Formulate and develop learning objectives, and lesson plans, and assist in the design, and development of rules, regulations, procedures and operation measures for the assessment and evaluation of training effectiveness.
  4. Assists with developing and organizing training aids, manuals, other materials, and supplies for courses in physical and electronic formats. Coordinate and monitor the promotion, registration, facility preparation, web-conferencing, and equipment availability to prepare for scheduled training sessions.
  5. Serve as a liaison with user entities, partnering entities, and program staff to advise and educate on Program requirements or responsibilities.
  6. Assist and plans, schedules, and conducts training (in-person and virtual) in support of applicable program laws, rules, regulations, policies, and procedures to include reporting of information into related Criminal Justice Information System(s).
  7. Communicate with private, public, and government sectors up to and including agency heads and elected officials on the requirements, liabilities, and penalties of compliance and noncompliance, and recommend improved business processes, criminal history reporting, and systems controls.
  8. Assist with providing technical assistance and training on issues related to criminal justice information systems.
  9. Maintain up-to-date knowledge of statutory requirements, reporting rules, regulations, procedures, and operations for assigned Programs.
  10. Develop and maintain positive working relationships with entities, program partners, and internal resources.
  11. Maintains and updates shared records for user entities and program partners.
  12. Assist in preparing articles and content for in-house publications and assist in preparing periodic reports.
  13. May train others.
  14. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  15. Performs other duties as assigned.
Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS: Education - High School Diploma or equivalent, plus sixty (60) academic credit hours from an accredited college or university with course work in accounting, business administration, computer or management information systems, or a related field. Experience -Minimum of twelve (12) months of progressively responsible research or training work with experience involving confidential or secure information along with the use of computer-based information systems. Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis. Licensure and/or Certification - Must be able to maintain the required certification(s) that relate to the Criminal Justice Information Systems and CRD Policies. Must obtain TCOLE (Texas Commission on Law Enforcement) Basic Instructor certificate within one (1) year. Must possess a valid driver license from state of residence. Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Ability to learn the operations of the Criminal Justice Information Systems and to apply that knowledge effectively to train internal/external customers. Interpersonal skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Presentation/Communication skills - Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Organizational skills - Ability to maintain complete and accurate records of training classes, participants and their assessed learning results and of travel and training expenses. Ability to perform work independently as well as a team member, to make sound work-related judgments and decisions. Computer systems / hardware / software - Knowledge of computerized information systems and their associated security and operations. Ability to learn the operational details of applicable systems and to apply that knowledge effectively in training and assisting criminal justice agency employees to use the system accurately. Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Confidentiality - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information. Schedule - Availability for after-hour and weekend work may be required. State of Texas Benefits and Retirement Information: A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change. A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
